Inauguration of ROTO Illegal, Says Ogun Assembly

Ogun State House of Assembly today adopted its preliminary report on the activities of the Parks and Garages Development Agency (PAGADA) describing the inauguration of Riders and Owners of Tricycle Organisation (ROTO)-a purported third tricycle union in the State by (PAGADA)as an aberration to the law establishing it.

The Assembly therefore declared that such action remained strange to the policies and guidelines of the State Ministry of Transportation; consequently the inauguration has been declared null and void by the State House of Assembly.

This was just as the Assembly directed the State Attorney General and Commissioner for Justice to organize seminars\ workshops for Heads of Ministries, Departments and Agencies of government to avail them with the provisions of operational laws guiding their scope of duties, with a view to ensuring that they design and formulate programmes and policies within the ambit the laws establishing them.

The presentation of the preliminary reports of the House Committee on Transportation was done by its Chairman, Hon. Oludaisi Elemide, who thereafter moved the motion for its adoption, seconded by Hon. Haruna Wahab and supported by other lawmakers at a plenary session presided over by Speaker Olakunle Oluomo in the Assembly Complex, Oke-Mosan, Abeokuta.

According to Elemide, the Committee during its previous meeting which had six lawmakers, the State Commissioner for Transport, Engr. Gbenga Dairo, the Permanent Secretary in charge of the ministry, Mrs Olusola Osasona amongst others in attendance observed that the purported inauguration of ROTO was done unilaterally by PAGADA, without the knowledge of the Ministry of Transportation, as there were challenges in the leadership of PAGADA in understanding the relationship between the agency and the Ministry.

The report partly reads, “the inauguration has generated a lot of confusion and threatened the peace of the State based on various verbal and written petitions received by the Committee.

The PAGADA General Manager having ignored the invitation of the Committee on several occasions is hereby invited to appear today, Thursday, 4th February, 2021 with copies of his C.V and credentials before the Committee on Transport by 2:00 p.m prompt”.
