This was the summation of opinions of members, who took turns to lend their voice in support of the bills during its second reading at a plenary presided over by the Speaker, Rt. Hon. Olakunle Oluomo at the Assembly Complex, Oke Mosan, Abeokuta. They posited that the passage of the bills was essential to the successful take-off of the Executive Order issued by President Muhammadu Buhari the previous week.
Opening debate on the Bills with long titles, ” H.B. No 40/OG/2020- A Bill for a law to make provision for the Ogun State House of Assembly Legislative Funds Management and other matters connected therewith”, as well as “H.B. No 41/OG/2020- A Bill for a law to make provision for the Ogun State Judiciary Funds Management and other matters connected therewith”, Hon. Solomon Osho noted that the bills were aimed at promoting separation of powers among the three arms of government, thereby strengthening them in the discharge of their respective duties as stipulated in the Constitution.
Corroborating Osho’s view, Honourables Abayomi Fasuwa, Akeem Agbolade, Kemi Oduwole, Ganiyu Oyedeji and Adegoke Adeyanju submitted that the implementation of the two bills upon their passage and assent by the State Governor would make the Gateway State retain her leading position in the comity of States in the nation, while improving the activities of the legislative and judiciary arms, with a view to achieving efficiency and effectiveness in the delivery of quality service to the people.
Also, other Lawmakers including Yusuf Amosun, Sylvester Abiodun, Sola Adams, Atinuke Bello and Modupe Mujota commended President Buhari for the issuance of the Executive Order 10, which they noted would reposition system of governance in the nation, stating that the two bills would speed up the financial autonomy of the two arms, hence curb undue interference and bring about efficiency in the principle of check and balances through unhindered oversight function.
Responding, Speaker Oluomo noted that the bills which remained instrumental to the implementation of the Executive Order would rather promote harmonious relationship amongst the three arms of government as spelt out in the constitution, with an assurance that the bill would bring about rapid development of the State’s economy, while putting the State in its pride of place amongst the progressive States in the country.
He thereafter charged the Bills to the Committee on Rules and Businesses for further legislative actions.
