They will now face the Super Eagles for the trophy on Sunday.
Nigeria needed penalties to see off South Africa in their semi-final clash earlier in the game.
The match ended 1-1 after 120 minutes and Stanley Nwabali produced two saves during the shoot-out to send the three-time African champions through.
Sunday’s final is a repeat of a Group A fixture in the competition, which Nigeria won 1-0, thanks to William Troost-Ekong’s penalty.
